Role Of Owners Rep In Construction Projects

It is impossible for a project owner to be present at a site throughout the construction period. This makes it necessary to hire owners rep. The person represents the interests of such an owner during the construction period. The position comes with a number of responsibilities that are crucial in the successful completion of any project.

Any representative must understand the jurisdiction responsible for the area where a project is situated. This ensures that all regulations required of projects in that area are met. It takes knowledge and experience to successfully administer a project. The representative watches over a site on behalf of the owner or developer. He ensures that daily activities are carried out as envisaged.

Part of responsibilities assigned to reps include obtaining permits and licenses for the project. This calls for a person with thorough knowledge of local procedures and offices. Such a person knows the time taken and the requirements for obtaining any permit. He is therefore at a better position to provide reliable dates for planning purposes. The representative must have thorough knowledge of local policies to avoid rejection.

Representatives have to be present during evaluation of proposals. They will be responsible for implementation of daily activities at the site. This includes administration of finances to ensure that financial limits are not exceeded. It is the representative to ensure that budgetary limits are obeyed. Each proposal is thoroughly scrutinized with attention to such details as labor, cost of materials and post-construction services.

Representatives also perform due-diligence on behalf of project owners. This may involve verification of address, financial statements and other claims made during tendering. In other instances, the representative may be required to visit a site where the said contractor has completed a project in order to get a clear idea of the claims made in tender documents. Such background checks are meant to determine the credibility and reliability of all parties who will be welcome to undertake a project.

Representatives are tasked with monitoring the daily progress of any project. Monitoring entails evaluating the performance of service providers and contractors to ensure that they deliver based on contractual agreements. To deliver in this capacity, a representative must have full knowledge of standards set at the beginning of the project. Representatives ensure that these standards are adhered to at every stage in the construction process.

There are standards expected of every construction site by regulators. It is upon an owner representative to ensure that these standards are maintained. The standards include the safety of employees and general health conditions at the site. The equipment must be safe for use. In case inspection officials visit the site, it is upon the owner representative to guide them and provide answers based on questions by the officials.

Owner representatives act as relationship managers to link all stake holders involved in a project. This includes the investor or developer, suppliers and contractors. Relationship management involves organizing meetings and ensuring that all activities at the site are well coordinated. A bachelor degree in civil engineering or construction economics is sufficient for this role. Experience is crucial for successful handle these responsibilities.
